UPDATE AND CORRECTION——–
Saturday 9/22/18 – I spoke with a volunteer that overnighted at Trail Fork Springs camp and came out today. He says there is water at Jackstraw Springs, but you have to look up the creek bed several yards to find the creek source. He showed me a video taken today that showed water flowing from a short fall. Plenty of water, but you have to look for it.
Meanwhile at Trail Fork Springs, he confirmed that there is water at the base of the spring (not flowing out of the pipe at this time) and you have to dig a small bowl to get enough water to draw, but it will refill immediately. Also due to the sediment it is a good idea to filter.
Sorry for the confusion, but it is the wilderness so it is not like looking for a faucet 😉
